Congress sets the cap. Biden will probably be silent on this issue because he needs votes. But it’s pretty certain he will want to increase the cap significantly.

I am on h1 and I don't think increasing cap can solve anything. Democrats know this and will not increase cap. It will be a hard sell to both parties. Companies know this too and will not generate bad PR by lobbying for these at the moment.
It will go back to Obama era -easy approvals but no change in the lottery process.

Depends on Congress. Do you think Republicans will let him if Congress is split or all red? I do think a Biden administration would allow easier processing though. The current admin is being lazy and incompetent on purpose just to make it hard for H1B. Edit: actually I don't know if it depends on Congress. Trump has been doing a lot of executive orders lately.
