I received a BofA offer for $130k base pay (bonus discretionary based on performance) as Consultant II - Systems Engineer (Core Technology Infrastructure team) and VP internal title in Charlotte, NC. I have 15 years of experience. Is this a good offer?

It depends. With 15 YOE, you should ask for $150k base and see what the recruiter says. Hopefully someone from BofA can chime in and confirm if that is within the VP pay band.

150k base is band 4 level. You need to be exceptional to get that. Don't forget that bank has off shore developers who work for 35$ an hour, so you have tough competition

135 max. You will also get 150 to 200 shares rsu every year and a small annual bonus
