I just had car accident. I hit another car while backing. It was on road. Each of us did video and photo of car accident. After pulling out from road. He has minor deformation and scratches on paint. Mine bumper need to be replaced. I ask to make photo of insurance and driver license (showed mine) he didn't take them but instead said he is ok with it and don't want to exchange documents and wouldn't make a claim as "... you have much more damage". Is it ok? Should I report to my insurance? update: TC: 0

Do report it! In some states I think you’re always assumed to be at fault if you are the car behind, even if it backed into you. Maybe this is why the other person didn’t want to involve insurance.
Does your state require this to also be reported to police? Could be a stolen car or person wanted for crime. They can claim a $200k medical bill for being hit and also sue you for lost wages.
You should get all the information from this person , call your insurance company and start a claim . Ideally you should also call the police. It is easier to determine fault if there is a police report for the accident
