Salesforce because that’s a special thing requires high paid consultants and ServiceNow is a ticketing tool so a senior person on the HD or maybe a sysadmin can become the developer. That’s management’s way of looking at it.

I would say Salesforce, because most companies use Salesforce and are willing to pay for expensive consultants or dedicated admin.
