Sort of. Some directors are G12, and thus are also VP or fellow. There are also many 10/11 who are not directors (they could be a high level engineering manager, program manager, principal engineer, technical assistant to upper management).

Only G12 and up is executive. Director isn’t technically an actual job title, so there is some hand waving in it. Some G9s claim to be directors as well.
There's a lot of hand waving in titles at Intel. What matters is Grade. You could probably ask an Intel employee to look up the grade if you have the JD number.

Good luck with that, Intel rarely hires external VPs. I see one open position on the jobs website though.
