China is not good at chip design or manufacturing at all. I don’t think they are able to make such a tiny spy chip but is capable for high-speed data transfer. Even Qualcomm I don’t think they can do this.
They can, the problem is you won't be able to inject this into a design without screwing all the test and not letting the customer notice. Contract manufacturer probably just forgot to remove a few SPI UART chip or consolidated a few Rev to reduce inventory. Free parts left over from design, why are you complaining?
