An engineer on visa has already been inferior to us citizen from every aspect and still land a job. Almost guaranteed that they are better than the least efficient candidate. That’s why companies hire them despite the fact that they have strong accent, lack of context, being boring, etc . The population on visa in the US is very well limited so the it’s net positive to have them vs deport them, unlike the situation of Canada or Europe

If companies have an office in H1B's country of origin, you should not be allowed to hire them in the US
That really should be L-1B, which is a lots more restrictive. It’s only 5 years and you can’t switch employers, but the H-1B is a lot more attractive to the person coming over because they can switch companies.
