Yes you can negotiate with the contract house. Many contract houses don’t have any kind of paid time off and health insurance and other benefits can be terrible. Make sure you calculate that into account while negotiating.
Yes the lack of benefits is terrible. You will pay a lot more for individual health insurance. Add insult to injury, you will need to pay with after-tax dollars.
Some agencies do offer health insurance but usually more expensive and worse options than regular tech company plans. Still a lot better than getting it on your own.

I was offered $90+ for a programmer data scientist position at Meta. One year contract. It would have been on site at Redmond WA. Checking in and filling a time sheet every day. Decided not to take it, even though I was laid off shortly before. No benefits means you need to discount a good chunk for basics like health insurance, which you need to pay out of pocket after tax and without any leverage a company would have. Plus, the work had a very focused and narrow scope. It wouldn't help me much when I would come back to the job market.
If the contracting firm does not offer health insurance, don't take the position. Check the healthcare marketplace for how much your insurance will cost. You will earn too much to receive a subsidy unless you have a large family. My spouse works for a government contractor that provides excellent benefits including insurance, STD)LTD and 401K matching.

Honestly, it’s a bad deal. Contractors should make more annually than salaried because they are taking all the risk for benefits and will have to pay self employment tax. Look up the market salary rate and you should be higher than that.
Yoga teachers make $30/hr. Dude why are you even considering contract jobs? No career advancement, shitty insurance, work is not super easy, you are disposable, no stock. This year you are working as a contractor can be towards a promotion. Only accept it if you really have to.

Is this with Meta CW? I applied for many roles and the only one that got back to me capped out at $23/hr. I mentioned that my previous interview for a jr data scientist role at a startup would have been $58/hr (the hiring manager said I would be on the lower end of their salary range if I made it to the final interview round). The recruiter said she could not go above $23 though and that it was a strict limit, so I had to decline.

It's a site with a bunch of their contract roles. It's called Meta CW. I have seen some of the same roles posted on other sites, but so far Meta CW has been the only one where a recruiter has actually reached out to me.
