That’s the intent of labor department. If the work goes beyond 1.5 yr, it must be perm work else temp staff converted to full time

If project is critical, corps offer FTE roles for outgoing contractors.
It depends on a few factors. It varies from company to company. At Chevron, some staffing agencies are set up with a three year max for contractors at which point they need to take a six month "break" to reset the clock as someone mentioned. Other agencies don't have that and are able to keep contractors on a perpetual basis. I have seen equal amounts of both here.
