Read on the news that the IRS is planning on issuing economic Stimulus checks upto $1,200 to individuals and upto $2,400 for couples. Any idea if tax paying H1B visa workers would see any of this cash ?
Limited to individuals making less than $99k or couples making around 2x that amount
I may be wrong but they didn't make mention of citizenship while announcing this. They said all tax payers will get a direct deposit in their accounts

Why not all legal residents and tax payers?
Because the government only cares about citizens who can vote. Taxpayers who are non-resident for immigration sake are a free bonus to the government - you agreed to this while coming in on a non-immigrant visa. Legal residents agree to not be a public charge and not receive any welfare benefits such as this. Not saying I agree with it, but this is how every benefit is structured.

Only one condition. If you have filed jointly you only qualify if you both have filed using SSN. If you used itin for your spouse you don't get it. This is what they did for resident aliens in 2008
That was the rule when obama gov sent stimulus checks...I am sure they will apply that rule this time also
Yes that exactly what they are doing this time around too. Some people has asked to put in an amendment by I doubt they will even entertain it
Is the $99000 threshold before tax gross income?
No .. the amount on which u paid taxes I.e. after deductions
