Could a candidate with a strong background and solid performance in the on-site rounds get rejected only because of the diversity targets set by the employer (especially if the employer has to select one out of two)?
Unlikely, at any of the major companies I’ve worked for. It would be more subtle, such as a position not being available anymore due to it being filled with a diversity (or any) hire, but that’s slightly different.
The premise is that the employer has to select one of the two, but that’s not generally how things work.

I got passed over one year for promo due to diversity quota. I was awarded 20k extra bonus instead. Needless to say I was little pissed at that time only to get promoted in next half 😂
I can imagine that a person can be screened out if they’re looking for a diversity hire. E.g. know of a case where certain positions were filled by females so they were looking for a male to fill in the remaining one. (not in my company) So this works in multiple ways.
This is very much happening. Not just at hiring levels. Even at promotion. I see people of a certain anatomy being made managers only for the senior manager to show that he values diversity. Many of these promoted managers are bozos who could not even manage themselves and a lot of deserving candidates lost their chance only because they happened to be not 'diverse'. It just makes me cringe. How could companies be so insane.

Mediocre people always blame their problems on diversity hires. Why do you care? Do you plan to suddenly become a woman? LGBTQ or brown? Top companies are full of white ppl & if your skills don’t cut it, level up. That’s it.

There's so many other reasons why you might not have gotten it. Maybe they passed but did better, maybe they had more relevant experience, maybe they had a better connection with their interviewers, all potential reasons independent of diversity. Blaming diversity is the battle cry of the weak man
Yes, but the solution is still. You just need to outperform all other candidates to the point where you are clearly the strongest candidate in the interview pool. I've never failed an interview in my life, and I'm a non-diverse male.
No - you cannot. Diversity hires still have to do well during the interview and perform on the job. I have never seen a company put aside competent applicants over a person with a diverse background
