Had a phone screen w manager. - Working in Deep Learning space SW compiler stack elsewhere - manager didnt sound sure-footed. Kinda hinted that he wants me to onsite, but then went back and continued to ask more and more qs. - at the end he says, for onsite he wants me to make a presentation of my related work. Recruiter emailed saying the same Issues with NDAs notwithstanding, i dont have time to prep for a presentation specific for a person/team. Not in favor of that as i've seen ppl/managers do this when they're just exploring the market and putting extra burden on candidate. Is this usual at Cruise? How do i onsite w/o extra work of presentation?

Presentations are very common especially if your role will be more r&d related.

Interviewing is a process to decide the place you'll spend the next hopefully multiple years of your career. Hiring someone is a huge investment for a team. Both sides should invest a ton of time making sure it's a good investment. If you sense some hesitation from the manager, it's because they aren't sure. The presentation is a chance to help them see more skills (communication is important in addition to coding). I don't know this team very well, but I'd say go for it, don't know why an hour of two of prep would put you off the job.
It's an additional burden on the candidate, and clearly shifts power dynamics pro-hirerer. End of the day its a marketplace.
