I want to move jobs period. Are there any companies that have less emphasis on leetcode problems and more on technology/personality. It's been really difficult to practice these problems to beat the coding rounds. Any help is appreciated.

Try going back to basics with EPI or CTCI. It will help you understand and tackle LC. Companies with a low interview bar will have worse culture so you may want to avoid
Leetcode isn't a high interview bar necessarily. It's just a very specific bar not all companies care for
What do you mean "technology"? Amazon and Google both have system design rounds, which I consider technology..
But their coding rounds are crazy...

what do you mean amazon doesn’t leetcode? you can see in the discuss section that they always ask a mix of system design/work experience/leetcode...
