True, but it's called negotiating, you have the right to ask, they have the right to decline, You also have to figure out shares outstanding, ISO/NSO mix, 409A valuations versus the current enterprise value, refresh policy.. I'd push them on it, once you lock in your initial grant, most subsequent grants reference that..you'd be surprised what you can get.
There is no way they are offering L5 and that low of stock. Are you in the US? What team is this for? Everything about this seems odd and inconsistent with what I’ve seen…

this looks like a fake offer. L5s in the US are offered way more than that
They might have reduced the offer after the recent funding. Also you might have joined before the 28B valuation.
