I second Indeed, stay... The lottery odds have become very bad, and will probably continue to worsen (every year people not selected get added to the next year's lottery, if not all most)
Wait till you get your visa.. at present lottery odds are worse than not having a good team. Be prepared that you have to stay till October for the H1 to kick off. I would suggest negotiate with your future employer about this and see, you are not burning any bridges by doing so.
You don't have to wait till October 1. Wait to get your approved I-797 from your current employer and transfer it as a cap-exempt H-1B to your potential new employer.
I got mine picked in second lottery. It is nightmare by looking at applicants count. Stay on the ground till October.
Shift as you have opportunity of H4-EAD also worst case.
DO NOT MOVE. I know someone that got the lottery and decided to move. The previous company suspended their processing. Took another 2 attempts to get lucky. Such a nightmare and a source of stress and depression. Could have gone either way.
Do you have kids? If yes then definitely stay. Keep your visa independent of H if you have kids.
