Didn't get promoted from 59 to 60 after 1 year in MS
I am in MS Bing. I did some search, and it seems Bing is an org that has relatively fast promotion speed. I got slightly above average review and according to my manager I am about top 30% among my peers(just an estimation). He seemed to have submitted the request but I was among below boundary, and I didn't get promoted. He said that next year March we would try again. But I joined earlier than September last year, so even if I get promoted next year, it would be more than 18 months, although it's also "normal" according to some folks, this still makes me pretty worried. My manager also told me the mapping between bonus and performance is: meeting expectation - 10%(I got slightly higher than that), below expectation 0%(no body get that), but according to a friend of mine in XBOX, the mapping is usually: meeting expectation - 15%, below expectation 10% and 59->60, 60->61 usually takes 1 year. So I am worried that either I was put to a risky position or the BING org is not in condition as good as past few years. I am thinking about going to another org, should I wait for a promotion next March and go, or start working on leetcode? Any recommended group?
Meeting expectation is 10% at your level. For senior dev meeting expectations goes to 15%. I wouldn't worry about it. In your case you were looking at less than a year of performance, since reviews are completed by June.
Your manager expected that you will exeed expectarion. That means you did not exeed your manager's expectation.

My verbal offer from Bing was revoked last week. They gave an explanation that there's some upper level change and budget for my role was cut. Don't know if it's also related with your promotion.
