RTO started earlier in the year, “compulsory” 4 days per week in office. How strictly that is actually enforced will depend on team/location though, unless HR decide to start monitoring. Personally I’ve been in a handful of times since the new rules. Layoffs are finished in the US and just finishing up now in EMEA, but lots of cost cutting and budget constraints.
I am in the Bay Area, does that need to relocate? Or I can go San Francisco office?
There are other offices in the bay, so it's hard to say which office you'd need to go to, that depends on the team as does RTO compliance. Lots of changes in the sf office though. Not necessarily room for everyone. Some teams are rto by the book, some aren't, but regardless you should plan like you have to go in.
You can go to sf office as it’s one of the hub locations . Having said that you need to check with the recruiter and the team if it’s fine by then.
Wlb is pretty good and rto I suspect may get stricter. As of now I personally go 2-3 times a week
Wanted to hear about more about the WLB, I heard oncall load is very heavy, PTO is only two weeks.
PTO starts year one at 15 days plus 10 days of sick/personal leave, plus a few floating holidays. It increases by 1 week every 5 years. So basically, it's 25 days of PTO year one, and possibly more depending on the floating holidays. WLB is very good, but it does get pretty hectic when you're on-call depending on the team you're on. The WLB is what sells it for me, but it's definitely hit or miss for some people.
I joined with the explicit stipulation that I would be permanent remote. If you care, that's a thing you can have in your contract.

This company is in the process of a massive restructuring. The next 18 months or so are gonna be filled with a lot of uncertainty. If you don’t need to join, stay away, unless they’re giving you like $500k of stock signing bonus or something crazy
How have they not laid off almost all of the stream team?
Depends on the team and the position; talk to the hiring manager. RTO is for the existing employees who’ve been temporary hybrid.
