When you get an offer, is it possible to use a fake competing offer to negotiate better TC?
Lying is always a good start to any relationship.
Companies are getting wise about candidates lying about competing offers and might ask for proof. This is probably true if your interview performance was mediocre and you barely got an offer to begin with. Unless you actually have one or did exceedingly well in your interviews. Don’t play the BS game
Companies might not share exact offers but sharing whether someone has interviewed / got an offer is pretty trivial.
How do companies share that info? Is there some central DB where all offers are submitted?

In my case it has always just been leverage. You may get want to get creative with your "offer" though just in case they ask questions. Also if it's your current employer, try to do some digging to make sure they don't have any ties with the company you're faking the move to.

Sorry sorry, I would still say yes because many companies share bids with various recruiters. The worst that could happen is that they tell you they can't match it, and then you know where you stand.
