Do you prefer open office or cubic based isolated space or cabins?

I am trying to figure out the best possible office sitting space design which encourages collaborations but at the same time allows one to work as efficiently as possible. Please consider the budget and space constraints which will not allow hybrid options. 4 floors, and each 2500 square feet space. Considering ground floor to be one of the large cafeteria.

Open offices are terrible. It’s extremely distracting and after working in that type of environment, I can tell you my productivity definitely decreased, and no one was more collaborative than when they were sitting in cubes/offices. It seems like the only benefit of of open office is cost savings, but is it really worth it?
