I would work where ever pays the best.
Working for the UNited nations agencies is tax free for US taxpayers and you work from 9 to 5 sharp. Two months as vacation every year and lifetime health insurance

Depends on the quality if work and team.
Depends on what you're looking for. There's a fair bit of stability in public sector assuming your organization is doing financially well and you're competent at your job. Private sector is generally going to pay more.
