Does moving to an area with higher/lower COL change compensation?

I'm invited to go onsite to Google Bay Area for an interview. I'm wondering if I were offered a job there and later decide to move to another area with a lower COL (Google Irvine) would my salary change? Vice versa, if I were offered a position at a lower COL and later move to the Bay, would my salary increase to offset the COL?
