Protected classes are e.g. gender, religion, national origin. They are protected by laws against discrimination, and it would be illegal to lay off based on a protected class.

If the purpose of H1B is to allow more foreign workers for roles where there aren't enough qualified Americans, then during a recession H1B should layoff first as there are now more qualified Americans than available roles.
