At high level, EB-5 requires a foreigner to invest at least half a mil into a new or existing business that will create at least 5 jobs in rural area. If I buy 500k stocks of AMZN, technically I’m investing that amount in a existing business that definitely creates 5+ jobs in rural areas (fulfillment centers, delivery jobs etc.). It has to be "at-risk capital" tied to a single geographic area marked as low development by USCIS/govt. Money in stocks doesn't meet the definition. Sheesh do some reading before asking.
