It's actually bullshit news to make company seem better. It's a limit of 9 hrs only for time being in office. The china employees still need to work outside of the office obviously. And americans will still have 2 am meetings with china even if it's not physically in American office. Also China already "banned 996". The fact a china company needs to say they "banned 996" again is telling.
That might happen too in a short term but still, this kind of policy always have a good impact.

we don't stack rank but we're graded relative to other employees though- at least it seems that the US team is graded separately from CN because I don't think we'd average M/M+ compared to CN eng raw output
