As one of Richard Nixon's advisors said, the war on drugs was to combat the black rights and peace movements that were dangerous (to the elites) in the 70s. It had nothing to do with decreasing drug usage.

Also drug war in Mexico means USA gun manufacturers have a market even outside of us. Seeing how nra controls Washington they are not going to let Mexico decriminalize it. Drugs also cut into big pharma’s profit.
