Managers job is to make their engineers happy and unblock them. Their exact role depends on the org, but this is the bare minimum. Fb is more bottoms up than say amazon - where a manager has a lot more control. Some dictate / drive roadmaps more than others. Yes, most managers dont code. But to be successful - you do need to be technical at least from architectural standpoint.

So M1 or M2 can manage people and E6, E7 can manage people as well?

E6/E7 manage “projects”. They are the technical leads for the team. They are meant to drive execution. They do not “manage” people - rather, if there is someone underperforming on their project, they will let the manager know and the manager is expected to take care of it. The e6 and e7 is just responsible for making sure the project is going smooth on the technical side. M1 and M2 manage “people”. They will move people on a project or try to free up their E6/E7 for other things, for example.
