Etsy - Annual refreshers

In offer stage with Etsy, recruiter says on top of annual bonus (15%) there will be annual stock refreshers roughly around 40% of base (Product IC4). is this part of the total comp. in Etsy? Do they define any range (%) in the offer letter? or this is just the recruiter suggesting in theory....and in reality it can be anything between & around 0-10% range? #etsy #annual refreshers
