350 with 14 yoe is not that high. Might be hard for ict4. 300k is totally doable. 350k only with written competing offers.
Ict4 base tops at 229k, if they really want him they can make it happen
Ask for a call...tell them you're excited about the opportunity. You've also done some research and (if they're in fact below market) tell them that it seems like they're a bit below market. "What can you do there?" Do NOT throw a number out...you want to get them negotiating against themselves. Also, if you're evaluating other companies, let them know that as well. You're just trying to determine flexibility. THEN when they come back with a revised offer, you can put forward all the reasons you think you deserve more. Still don't give a number....but worst case, tell them something higher than what you're targeting. The goal here is to split the difference and land on what you want or would be happy with. Also, expand the pie and see if there are other levers to negotiate with instead of comp. Since we're in a correction, you might be able to get a cheaper strike price for options. Hope it goes without saying, but ALL of this should be done verbally, not via email. You're trying to figure out how "we" can solve this puzzle

You will not be able to negotiate espp price
You won’t get 350k on year one. You’ll be making 350k by year 3-4 though. Shorter if you have competing offers and in a high demand skill set that pays competitively.
Forst year can even go higher because of the signing bonus.
“Can” is very different from reality. ICT4 “can” earn 500k for the right individual. The band is wide as hell. But that just doesn’t happen normally. Which is why I don’t think bloating a small minority of exceptions as the average case. Without a competing offering with similar TC, it’s just not as likely. The good news is 350k is not hard to make eventually with refreshers. Apple tends to be cheap on initial grants and sign on, but makes up for it down the road.
Umm they are going through tough times. Funding for reqs can dry up any moment. I saw this happen to a person where his offer was cancelled last minute due to being too costly for org. I wouldn’t push it.

350k is totally doable for ICT4. Having 14 yoe, you should aim higher (400k+). And no the recruiter won't ghost you if you say your expectations. Worst case scenario they'll just say they can't make it that high and would offer you a lower one. Have competing offers ready and you can go to 400k. Keep in mind that ICT4 is very wide (covers E5 and E6 of G/Fb).
E6 is 500-600k tho. Does not seem doable for ICT4.
