I have pending onsite interview with Oracle. I have accepted other offer but not started yet. 1. How's Oracle OCI career and work load? 2. Recruiter is not very responsive. Whom should I contact to expedite the application process? Email the recruiter, scheduling coordinators and maybe hiring manager?
Email the recruiter today while the email volume is low and more likely to be seen. Inform them you have an offer and need to respond by Friday.

Do you have a friend in Oracle that can ping the recruiter internally? I’ve done this for a friend after the recruiter was unresponsive for 3-4 weeks and they had a deadline as well.

Recruiters and coordinators likely are best bet. From what I experienced, Oracles process can be slower. Perhaps it has changed over the years tho.
It's still the same, they're super slow, even if they give the response after the interview, it can take them weeks/months to rollout the offer.
