If your H1B is approved means that you are no longer on F1 which means you can’t extend OPT.

If you are still waiting for the H1 approval, then you might want to apply for opt extension (just to be safe in case you didn't get H1), but if it's already approved, your status has already been changed from F-1 OPT to H-1. Hope this helps
