Facebook Data Engineer Interview (SQL portion) question

For FB DE Technical interview (SQL portion) is using CTEs and window functions frowned upon? I’ve heard from some other DEs (not at FB) for DE interviews “you should know how to solve the SQL problems without window functions. For example, solve a problem without using rank” Do you think they were implying that using windowing functions are frowned upon or rather that it is just beneficial to know how to solve it without using window functions?
