Outsider observation: DS infra are more backend building/refactoring generic tools( example of open sourced ones are : Presto/Hive) and pipeline/interfaces DS/DE just uses SQL/dashboarding/maybe some python/R statistical libraries on the platform/tool provided. Just my 0.02 cents as an outsider. People inside can comment better.
IMO data infra is closer to backend and general software eng, so more opportunities and higher TC
