First of all, I'm in the Atlanta area and just starting a job search due to a WFR notification. I have a phone interview scheduled with a company this afternoon and the recruiter wanted to give me a call and discuss the company I am applying at for 10 minutes. I give the recruiter a particular time I'm available and never hear back, they finally respond after that window passes wanting to do it at 730 this morning, ok, I'm up and waiting with bells on. Nada. Crickets. Finally, 45 minutes after the slotted time, the person wants to know can I do it at 10 am...ummm, no, I have another phone call at that time. Am I unreasonable to think this recruiting company is flakey and dont have their stuff together???
Play hardball with this recruiter
Recruiters are like roaches in some regards. If you burn one bridge there are 15 more under the next rock. That doesn’t mean you should spark the fire but just stop responding to them. Plain and simple, this is a bad recruiter
A recruiter ghosted me twice after setting up time, the third time she called 15mins late and didn't apologize. I told her how unprofessional that was and if this is how the company she represents works, then I have no time to interview with them (and this is a company I would really like to work for). She apologized profusely and made sure I got vip treatment from there on with literally daily updates on the application status.

Peaceful Protest Hasn’t Worked and Has Been Met With Aggression.
From my experience recruiters are NEVER on time for calls. I am unsure if this is some practice they employ to gain the upper hand, but the one you’re dealing with seems horrible.
