Anyone living in milpitas area and problem of bad smell from dumpster Planning on buying house there but this is the only issue I see

Only issue?? That is kind of a deal breaker. Also the culture you're buying into will be low rent Mall, state detention facility and one hellofva commute out.

It has really bad health effects, don’t do it! People living by Byxbee in Palo Alto were getting terrible migraines and respiratory issues when it was still active.
All the sewage from the South Bay goes to a plant in Alviso where it’s treated and then released into the Bay. That’s why that entire area smells bad. It’s your own week old poop that you’re smelling.

If you’re carpooling, Milpitas is a good place to discreetly pass gas because you can always blame the sewage treatment plant.
Where exactly in Milpitas are you considering? In some areas it doesn't smell too often. Honestly it depends on the wind direction as well. I used to smell it even when I lived in North San Jose area.
There is landfill, sewage plant, and prison.
