I’m hearing that people in Seattle are not as friendly as people in San Francisco or Dallas? Is this true? However, on the bright side I also heard that Seattleites are friendlier than New Yorkers.

They're not unfriendly. It's more like it's difficult to create meaningful and long lasting relationship and people are less likely to open up to you. But to your face they will be polite and friendly.

If you’re an adult with a busy life, you’ll be fine. Move to an upper class neighborhood where everyone gives a shit about who lives there, and you’ll make plenty of friends.

It helps if you have friends from college, high-school, etc. that are already in Seattle. They can introduce you to their cliques. Starting from scratch here must be really though. That said, I don't think it would be any tougher than in SF.
No one ever gonna interact with you in a meaningful way. Great place for family though.
