My personal experience from Cisco: It sounds nice and rosy at first, but trust me it is not. Managers still maintain a rating internally, just that now you are in dark. You have no well-defined goals and no track of how much you have achieved in that year. Probably it is not implemented well at Cisco
Glad to see stack ranking perf ratings dying across the board. They always bothered me both as an IC and manager. I always felt the need to hang onto shitty folks, so I didn't screw my good people.
Rankings are still there, just not forced to fit a curve. As long as bonuses come from a shared pool peers will still be pitted against each other. Other ways of handling this involve everyone having their own individual bonus budget and they either receive all of it or none of it. It's based on each individual's performance against their own unique challenges and deliverables. Managers still have discretion to give nothing to slackers but what is lost is having to unintentionally punish a good worker in order to fit requirements to give out a certain number of high bonuses.

Don't let anyone kid you, you still get a rating. You just don't see it. How else can they dole out rewards. They did this at MS and now your standing amongst your peers is obfuscated. Hiring managers back into your rating based on your rewards.

The Cisco people deal did away with the annual "review" and is more of an "on going " discussion with your manager. Which is shit, especially if you have a shit manager. You no longer have readable / reviewable objectives to focus and fall back on. Now, more than ever, it's a popularity contest. It's not the work you do, it's the people who know your name. But behind the scenes you are still being ranked and it's up to your manager to be your advocate and cheer leader.
