Damn funding happens before a prototype?
Sometimes. Not always. Big companies need some type of funding to pay the ppl to make the prototype. Sometimes you make a prototype on your own time and then get crowd funding or pitch your prototype to a production studio for development funding. Depends who you are, who works for you etc. It's a convoluted process with a lot of interchangeable pieces, and what I listed is not a road map but a general idea of what goes into a game. Some of those steps get scrapped and repeated several times.
