Just using Google as an example, what does it take to get from L3 to L8 (seems more realistic as the "top" for most ppl than L10)? How much of it is pure technical prowess versus soft skills + management ability? Play politics? What's the path to the top like? Would love input from ppl in other companies as well.

Most realistic top would be L6. L4 is the terminal level you aren't expected to get past, but most people make it to 5 in Bay area anyway.

Some of my bosses were/are L8/L9. Pretty smart guys, usually very persuasive, have some publications, have launched real world projects. Not necessarily hands on, but the leadership skills are essential.
Step 1, get into Google. Finish that step and we'll reveal all the secrets.
There's not really a point to asking L3 to L8. What does it matter if you can't pass L6? Or L5? You should be asking how to get to the next level and only focusing on that until you get it. Then working for the next level.
