It's been observed that top performers often get overlooked for promotion because they're already doing the work of multiple people. If they get promoted, who will handle that workload? It’s dumb. Today is not forever. Being a mediocre employee usually means you aren’t learning. How long until you get PIP’d out? Ever going to be competitive again? Why be so stingy with your skills. If nobody else is paying for them - spend them at work. Stagnation will only hurt you.
This is not true. You get promoted when you show leadership qualities. Also, people on the leadership track are given better projects.
