Ask what the band is. They have to disclose the salary band, by law.

There is nothing called as HC comp committee. There is a comp team which reviews comps. If u ask for more, recruiter asks them. They will increase what they can and let your recruiter know. If they cant go any higher, they can deny the request and u can take the current comp. There is no harm in asking. In the final review where VP and SVP sign the offer, they will review the level and comp to see if anything is whacky. Rejections at that level is rare they say

Google rarely negotiates. I was at Google and got an offer from fb. Spoke to the mgr and his boss. Initially they said they will talk to her and try to do something. After few days mgrs boss said nada. Nothing zero. probably your group matters.
