TlDr: No Worked as contractor at Google long time ago. It was super fun, and it was the best years of my career to be honest, until it all ended circa 2018 with a tightening of contractors' permissions and progressively segregating TVCs (temps, vendors,contractors) from FTEs (full time employees) in separate office buildings. Also, Google culture has become extremely toxic even for Googlers. Sundar is killing the morale. Don't recomment it.

No, due to lawsuits they’ve recently changed their contractor terms-which used to require vendors to pay $15/hr and offer healthcare. Now that these requirements have been revoked, I see a large part of our contracting force coming from LCOL areas like India.

Well, Shouldn't your question be about your consulting employer and not the client first? Google as a client would be good on your resume for sure, but now importantly the employer and its attributes in the consulting world is more important, for ex you are working for Deloitte or Mc Kinsey or PWG....
It is true that TVCs are not accorded as much respect as FTEs, but there are some exceptions. In the end what matters is how much money you will make. If there is a substantial bump in your salary and the job looks OK, then why not? Don’t let your ego ruin your bank account.
No, contractors are not well-respected and are the first to go when doing a RIF.
