This is wrong. They passed the phone screen but position is very targeted and they are not a good fit. Google is hiring for targeted positions. As OP has passed the phone screen, they will not be required to go through a phone screen again - and they will be invited for the full round. Getting a full round will be a challenge though as G is hiring for targeted roles for now.
Current hiring seems very targeted, so only well matched experience/skills fits will move on to full panel interviews.
Shouldn't that be screened earlier using the resume, I know it's possible that the interviewer discovered that the candidates experience is no fit but i feel that should be rare
I don’t disagree, maybe the recruiter is telling the truth in the initial position has changed or become not available. At that point the screen is only helpful with a good fit for a different role.
They're only hiring to fill specific positions , mostly GCP right now

How could the recruiter match him with literally all of the positions available in the regions he’s interested in?
Google has significantly tightened the roles over the last year and there are fsr fewer generic SWE roles. To my understanding, it's no longer a dead there the manager chooses people after the fact.
I got a same email from one recruiter and 2 days later, another recruiter messaged me saying that feedback was not positive and asked me to reapply after 6/9 months. I got a bad vibe from them
