Most companies may have a policy that you have to be onsite for a year or two, and perform to a certain level to be remote.

My interpretation is "up to 20%", and looking at go/remote-by-pa, I'd guess we're not going to approach that limit.
I joined Google recently partly due to the announcement, but it’s turning out to be a disappointment. For example, full remote work needs approval and requires a ton of conditions to be met depending on the org.

At Google it's not a quota. 20% is how many people want remote. For the people who get denied, they will create new roles on totally remote teams. All this stuff with approvals is for teams intended to be mostly in office.
There is an application process and it seems that tenure, role, level + will all play a part in the decision. It makes sense, in your first 6 months or a year, it is beneficial to be in the office.

Fully remote has a lot of conditions, and it depends on the org to set its policies. Probably very difficult for your case, considering you are 1. A noogler 2. In a hardware team

What is 20% remote work? It is either full remote or no remote.

There is no 20% limit. This is estimated number who will select working remote.
