Those getting Not Enough impact need to be cut. Those in NYC are simply too expensive to be kept around. Google NYC got to extreme levels of costing and abuse, with the company having to limit the number of visitor, since people were taking familes to coffee, lunch, dinner, etc.! Something that also happens in the SIlicon Valley, where taking boxes home looks like an obligation.
Google NYC is the only American office worth working in. Seattle and Bay area are shitholes. But Google is having record profits every single quarter, I don't really understand these cuts, you'll get better talent in NYC than Seattle for sure.

Cuts are a lover to boost stock value. Everyone is doing it any amount gets positive attention from the street.
