True but I know someone who applied like ten years ago now and they still reach out like "I see you've interviewed with us before... Please try again?" So they definitely keep a pretty good record. I'd imagine that's especially true for actual employees given they keep that good a record of simply tech phone screens. Formal policy or not, I can't imagine they'd bother with a candidate who was fired when they allegedly have so much competition for positions and so many engineers dying to work there. Move on and don't look back seems about right.

why would you offer a referral to someone who was fired? Sincere curiosity, does it mean nothing to your company if you refer totally shit engineers? Is it just a numbers game for the hiring bonus? I'd be very careful about who I referred because I'd feel some responsibility if they were hired... Granted my engineering team is much much much much smaller at a startup!

Whats the point to reapply when got fired? Its better to move on and be happy, where he is treated worthy than have a baggage of being fired once if he ever comes back.
Reapply again, get offer and then decline it. Jokes aside. It is not a bad idea to reapply. He may not be the same person after 5 years. He shouldn't be judged based on his past.
