Sounds like a myth
The new rule hasn't passed and will never pass - there is no notion of it passing. Its a memo, basically saying 'look guys and gals, this is what we are doing'. The new rule is a memo, so it is at their discretion to enable it. The date was sep 11, but they don't have the field manual for this change yet . Think of field manual like instruction manual. So they've 'paused' it for a bit until it is ready.
Was in the same boat as you. Was waiting for a few months with no answer. Did PP, got an approval in 5 days.
