It should be H1B > B2 > H1B B1 is a business visa so you cannot switch to B1 (for a break/holiday). While in India, at the time of issuing the visa, the consulate calls it B1/B2 (it is a single visa) but B1 and B2 are different. B1 is a business visit to the US. Like a conference. And B2 is a holiday/touristy visa. Answering your question, I know people who’ve switched from B2 to H1B while in the US. I do think some people would have easily managed to switch from H1B to B2 and then back to H1B. Doable 👍 Of course everything depends on the USCIS but the provision to do it is there.
