Yes agree , but let’s say I have one h1 transfer in progress and my grace period ends in this case I am still in status as I can work on h1 receipt. During this time what if I get another opportunity where my h1 transfer is pending approval but grace period has ended so here do I qualify to initiate another transfer?

No you CANNOT. You cannot have bridge petitions. If you joined in receipt before the 60th day and it is now after the 60th day and your petition is still pending, you have to stay with that company until you get decision. You cannot switch in that period because there is no active I 94. When you finally receive the approval, the I 94 gets backdated to the date you filed the petition with USCIS.

Yes you can have multiple H1B’s filed concurrently. The important thing to note is that apart from the first - the subsequent H1Bs will be approved in consular processing. This is because the first H1B will alter the i94 and the second/third H1B are filed with the wrong i94 hence the consular processing.
