I had an offer from AWS in Seattle, and they applied for h1b for me. It was not picked, and they tried looking for a position for me in Vancouver without success (L4, they hit the cap in Canada for L4). The recruiter told me I can try to apply again in 6 months for L5 (I was originally applying for L5 and downleveled to L4), and they can then send me to Vancouver. I am extremely frustrated, is that common?

I never said that's easy. If it's illegal then it's going to be difficult by nature. Legal immigration doesn't have to be difficult. You won't understand until you have experienced it.

What I understood is that they only connect to North America offices, and Canada quota is full for this year for L4s

When did you got the offer? How many H1b chances left?
Try asking them for an offer in your home country if there’s an office. They will forward your case their and you will probably have 1 or 2 more interviews in that subsidiary of amazon. I was in a similar condition and this is what the recruiter offered me
