Welcome move. If there is so called shortage, be prepared to pay premium. Only dowmside is, non Comp Science/IT jobs dont pay that well and might be disadvantageous. i am sure law suits will be there
There are lawsuits, also wage levels are 75 percentile of the profession so depends on the job
if i am not wrong, transfers will be attacked through wage levels and new H1B through high pay preference
What will be the long term impact of such rules? Here is my imagination: Couple of decades from now, the influential creamy layer of the US will be filled with 99% Indians π. At that point there will be an opposite rule limiting maximum salary for immigrants!
On the contrary don't you think this rule will keep away the Indians? The bulk of the companies that abuse the current visa system are Indian.
Many Indians in FANG at some point in time are low paid workers before joining them. They are smart and cheap. It just that you got that resource for cheap due to h1b. Now you are mandating to pay them high salary. Companies will go to offshore where you can get same smart and cheap person. The rule is basically digging it's own grave. Enforcing abitrary rules make US a difficult place to do business.

With the new rules Masters Students will never get the H1B visas and no one will come in the US to do the masters. This will also impact other low paying fields as well. Point based system was better rather than who pays more.
Why do you think that Education/Point based system is better than Skills/High Pay?
If I am smarted and educated and I am a fresher I will not get H1B. But if I have a tremendous experience and not educated I will get H1B. The new rule is biased to senior positions so a fresher can never get H1B. Also if I work in California or NY my chance of getting visa will incerease. If I work in start up I will not get H1B because they have funding issues but if I work in FAANG I will get H1B. If I am in a high paying job ie Software Engineer I will get H1b. If I am Civil engineer which are underpaid I will not get H1B
It will be challenged on the grounds that it is unfair advantage to Big tech and disadvantage to Startups

So this only mentions the prevailing wage level. Which means all L4s who meet the increased wage levels will get h1b, then L3, L2 and L1. I guess what's not clear is what happens if at any level the the quota is hit. Will they just do a lottery for that level or sort by wages? This also doesn't remove the quota reserved for masters students so new grads should be reasonably protected. This is a pretty solid change imo.
